Land Use and Wetland Policy Framework, Comprehensive Conservation and Management Plan, the San Francisco Estuary Project (1989-1992)

CONCUR facilitated an agreement on a policy framework in a series of working group meetings to guide the linkage between watershed protection and land use planning in the 12-county region embraced by the Estuary Project. Parties in the Land Use negotiating group included the San Francisco Bay Regional Water Quality Control Board, the Building Industry Association, representatives of local government, the Greenbelt Alliance, Marin Audubon Society, and the Committee to Complete the Refuge. In a companion effort, CONCUR facilitated an agreement on monitoring protocols to track the status of wetlands function and ownership status. The San Francisco Estuary Project (SFEP) is one of 28 estuaries nationally included in the program.
