In 1993, CONCUR facilitated the unanimous agreement of a 27- member Emergency Storage Working Committee to advise the County Water Authority in planning expanded dams and pumping facilities to ensure adequate water supplies in the event of a severe earthquake or prolonged drought. At full construction, the project is estimated to cost $500- $700 million. The first phase of work culminated with the committee’s weighing of screening factors (such as cost, environmental and cultural impacts, system reliability) to winnow the list of candidate systems from thirteen to a final list of four. CONCUR then worked with the Committee to craft the habitat mitigation and recreation elements of the projects.
