CONCUR conducted a strategic planning effort to evaluate the prospects for using mediation techniques to resolve low-level waste siting disputes. Specific emphasis was given to the value of a structured stakeholder analysis, and the conduct of a joint fact-finding process to distill and summarize technical information.
