Independent Review of Section 404 Alternatives Analysis for Site with Vernal Pools for U.S. EPA, Region IX, Water Division (1994)

CONCUR Principal Scott McCreary led an independent review team of planners, economists, and attorneys in the independent review of a Section 404 analysis for a major development project near Sacramento in an area with a high density of vernal pools. Issues addressed included methods for assessing economic feasibility, assumptions regarding land use densities, and procedures used to screen and evaluate alternative sites. The team prepared a detailed report and briefed the Regional Administrator on its findings.
