California Urban Water Conservation Council Ultra Low Flush Toilets: Best Management Practices (1999)

In late 1999, CONCUR assisted the California Urban Water Conservation Council (CUWCC) in developing consensus targets for ultra-low-flush toilet replacements. The one-day negotiating session, preceded by in-depth interviews with key stakeholders, resulted in an agreement-in-principle that assisted more than a dozen parties in resolving a longstanding disagreement. Negotiators included environmental representatives such as Natural Resources Defense Council and the Natural Heritage Institute, and major urban water agencies such as Metropolitan Water District of Southern California and East Bay Municipal Utilities District. CONCUR also worked with the Council to design and facilitate a two-day strategic planning session to develop a three-year work plan. The planning session is also to include focused training on interest-based, collaborative decision-making.
