Comprehensive Management Plan for the Tijuana River National Estuarine Research Reserve and Tijuana Slough National Wildlife Refuge, San Diego, California (1998)
Tijuana Estuary, on the US-Mexico border, consists of an ecologically rich mosaic of wetland habitats and uplands. CONCUR was retained by the California Department of State Parks and the US Fish and Wildlife Service to prepare a joint management plan. CONCUR convened a working task force in an interactive process to develop each chapters of the Management Plan. A key focus of the Plan was to develop new strategies for environmental restoration in the canyons and riparian corridors of the border highlands.
As part of this work, CONCUR convened Task Force meetings, developed meeting packets, and served as the clearinghouse for the evolving plan document. Participants in the Task Force included the U.S. Fish and Wildlife Service, the California Department of Parks and Recreation, the San Diego County Parks and Recreation Department, the California Coastal Commission, the State Coastal Conservancy, local governments, and equestrian and environmental organizations. The final plan reflected comments from both the public and key stakeholders. The Plan includes chapters on resource management, public use and access, education and interpretation, research and monitoring, and a revised administrative framework.
