Clean Estuary Partnership to Develop TMDLs and Other Water Quality Attainment Strategies for the SF Bay-Delta (2002-2006)
For five years, CONCUR worked with a team headed by Applied Marine Sciences to coordinate and facilitate the work program for the Clean Estuary Partnership (CEP). CEP is a collaborative effort of the Regional Water Quality Control Board (RWQCB), the Bay Area Clean Water Agencies (BACWA), and the Bay Area Stormwater Management Agencies Association (BASMAA).
The objective of CEP is to guide the development of Total Maximum Daily Loads (TMDLs) and other water quality attainment strategies for the San Francisco Bay-Delta and its tributaries. The 5-year program was committed to utilizing sound science and public collaboration to develop and implement technically sound and cost-effective TMDLs and other strategies that contribute to identifiable, sustainable water quality improvements for the San Francisco Bay. CONCUR was responsible for program strategic planning, facilitating planning sessions, and managing the public outreach component. Key TMDLs to be addressed included PCBs, Mercury, Chlorinated Pesticides, Copper, Nickel, PDBEs, PAHS, and Selenium.
In mid-2004, CONCUR and AMS completed a Mid-Course Review of the CEP, which allowed partners to reflect on their collaboration and further refine partnership goals. Also, the first TMDL on mercury in San Francisco Bay, which received support from the CEP, was adopted by the Regional Water Board in September 2004.
