CONCUR has been repeatedly retained by the Marin County Local Agency Formation Commission (LAFCO) to facilitate their yearly strategic planning retreat. The goal of LAFCOs is to discourage urban sprawl, preserve agricultural land resources, and encourage the orderly formation and development of local governmental agencies. LAFCOs are responsible for planning local government boundaries, approving or disapproving proposals for changes in local government boundaries or organizations, and undertaking studies of local governmental services. Participants included county and city elected officials, representatives of special service districts, and members of the general public. The strategic planning retreats produce agreement on primary strategic planning goals as well as core objectives and milestones for each goal. The results have been used to update Marin LAFCO’s 3-year Strategic Plan.
